Response on Najib’s blog post on value management maximising benefits for the rakyat :

I agree with what you write above, only thing is I’ve been calling it all this while “Value Engineering” but I guess it’s the same, your example of paved roads above can be applied to a lot of things, for example in designing a building, height floor to ceiling for example can reduce bomba fire protection requirement which in turn will reduce cost but at the same time fits the fire protection requirement outlined by bomba and qualify for CF.

There’s a lot of things can be done in alot of areas, Mechanical, Electrical, Civil & Structure, ICT. Project Management and scheduling will also helps as it will reduce labor cost if the project finishes ahead of time. Actually there’s a lot to talk regarding this subject which is rather new to us

Feel tired and exhausting, need to work and “keep monitoring the global events” like korea, west asia, …, too many and often almost out of control, For example, now Japan is in disaster situation, do what we can for humanitary but if the worse case scenario happen, Malaysia can give the Japanese express nationality, offer place to slept and offer job to them too, at the same time, I think the mca just did it right by postpone the date. just some personal views trying to contribute for the globe people. thks

Dato’ Seri YAB Perdana Menteri, thank you for sharing with us about the value management process. I suggest your government to set this pre-requisite requirement for undertaking of the public infrastructure projects. Moreover, the public projects must go for the open tender and invite the world-class contractors to participate in the bidding. On top of the value management process, your government may consider to implement Lean Management Process, which can focus on eliminate of deadly waste during implementation of projects. For example, Japanese government always invites Toyata Engineers to conduct the assessment for public projects like utilities plant, stadium or even school. This very important for Malaysian government to use the public fund wisely.

I totally agree with YAB comments, advise and assertion on the importance of Value Management – whether it is Value Added, Value Engineering, Re-Engineering or thinking outside the Box… it is just simply giving more thoughts and quality time to every stage of a simple process of doing any works… no matter how simple the process is… i would like to add to YAB comment that one need to focus and it is a must to spend more quality time during the PLANNING Stage of the PDCA cycle i.e Plan, Do, Check & Action… from my past experience, it is better to spend say 80% to 90% of the project life cycle on Planning alone then the actual DOing the implementation of the Plan and in fact the Planning phase must continue until the end of the process or project i.e. the re-planning after the review of the processes during the checking phase… The PDCA cycle must be continuous during the project.. The smaller the PDCA cycle the better it is for the project.. in this way, VALUE Management is continuous and sustainable through out the project cycle… continuous improvement means a lot of monies will be saved and as per you rclosing remarks… every ringgit from the Rakyat will be well spent… for the rakyat… thank you and warmest regards..
